Information for Taxing Bodies

Revenue Year 2020 (RY20)

The RY20 tax cycle has ended. The delinquent tax sale was held on October 22, 2021. The Treasurer/Collector is preparing the final distribution and final reports.

Revenue Year 2021 (RY21) 

The property tax cycle for RY21 is currently in Year 1: Board of Review. The Board of Review is hearing appeals and is working on finalizing assessments.

TAX EXTENSION PROCESS

DEADLINES

NEXT EXTENSION DEADLINE: All taxing bodies need to submit budgets and levies to the County Clerk's Office no later than December 28, 2021 (this is a statutory deadline). If your fiscal year is not the calendar year, please file your budget as soon as it is approved in early 2022. We cannot proceed in the extension process without all budgets filed.

Please find a general outline of the tax extension timeline below. It is important to remember that the tax extension process is contingent on many factors beyond our, or your control. 

  • December 28, 2021 - Levies are due to the County Clerk’s Office.  Remember to submit bonds and budgets as soon as they are completed as well.
  • End of January 2022 - Confirm your levy confirmation report and return to the County Clerk’s Office. 
  • Mid-March 2022 - Approve your tax computation report and return to the County Clerk’s Office.
  • Mid-April 2022 - County Clerk’s Office anticipates extension cycle being completed and handed off to the County Treasurer’s Office. At this point we will send final tax computation reports to all taxing bodies for your reference, and they will be posted on our website.

RY21 ESTIMATED EAVs

Here you can review the Assessor ESTIMATED EAV for your taxing district. These are ESTIMATES because the Board of Review is still processing appeals and making adjustments. The reports linked below is from the end of July/early August before the Board of Review began hearing appeals. The Clerk's Office will update these ESTIMATES by the end of the year once a large majority of the appeals and adjustments have been processed by the Assessor's Office. That updated report will be linked below when it is ready.

7/26/2021 Estimated EAV Reports. Again, to be clear, this report is ESTIMATED EAV. It WILL change.

The Board of Review is still addressing appeals and the Estimated EAVs have not been updated since the July report. At this time the Clerk's Office is waiting until December 1st to post updated Estimated EAVs.

PTELL LOSS IN COLLECTIONS

Here is the loss in collections report due to certificates of error, court orders regarding valuation, or Property Tax Appeal Board. Questions about the contents of the report should be directed to the Treasurer/Collector's Office at treasurer@co.champaign.il.us.

This report is part of the new law regarding the Property Tax Limitation Law that passed earlier this year, Public Act 102-0519. The synopsis for the bill from the Illinois General Assembly website is as follows: 

“Amends the Property Tax Extension Limitation Law in the Property Tax Code. Provides that a taxing district's aggregate extension base shall be adjusted whenever an assessment increase or decrease due to the issuance of a certificate of error, a decision of the board of review, or a decision of the Property Tax Appeal Board results in the overextension or under extension of taxes for the last preceding levy year. Effective immediately.” 

Please consult with your financial or legal representatives on if or how this legislation impacts your taxing district. The Clerk’s Office is working with our vendor to determine how this new legislation will be implemented in our process and will provide updates on this page as they are ready.

You can view the budgets, levies, and financial reports of a levy body (taxing district) in Champaign County on this page.

When is my budget due?

Per the 35 ILCS 200/18-50 below, you're required to file your budget within 30 days of its approval by your Board.

(35 ILCS 200/18-50)
    Sec. 18-50. Filing of budget and appropriation ordinance. The governing authority of each taxing district shall file with the county clerk within 30 days of their adoption a certified copy of its appropriation and budget ordinances or resolutions, as well as an estimate, certified by its chief fiscal officer, of revenues, by source, anticipated to be received by the taxing district in the following fiscal year. If the governing authority fails to file the required documents, the county clerk shall have the authority, after giving timely notice of the failure to the taxing district, to refuse to extend the tax levy until the documents are so filed.
    In determining the amount of maximum tax authorized to be levied by any statute of this State, the assessed valuation of the current year of property as assessed and reviewed by the local assessment officials or the Department, and as equalized or confirmed by the Department, shall be used.

Consumer Price Index Under PTELL

Section 18-185 of the Property Tax Code defines CPI as "the Consumer Price Index for all Urban Consumers for all items published by the United States Department of Labor." This index is sometimes referred to as CPI-U. Section 18-185 defines "extension limitation" and "debt service extension base" as "...the lesser of 5% of the percentage increase in the Consumer Price Index during the 12-month calendar year preceding the levy year..."
