CONSTITUTION BALLOT 

PROPOSED AMENDMENT TO THE 1970 ILLINOIS CONSTITUTION 

Explanation of Amendment 

The proposed amendment grants the State authority to impose higher income tax rates on higher income levels, which is how the federal government and a majority of other states do it. The amendment would remove the portion of the Revenue Article of the Illinois Constitution that is sometimes referred to as the "flat tax," that requires all taxes on income to be at the same rate. The amendment does not itself change tax rates. It gives the State the ability to impose higher tax rates on those with higher income levels and lower income tax rates on those with middle or lower income levels. You are asked to decide whether the proposed amendment should become a part of the Illinois Constitution. 

For the proposed amendment of Section 3 of Article IX of the Illinois Constitution.

Broadlands-Longview Fire Protection District – Proposition To Elect 

(Instructions to voters: Fill in the oval opposite the word “yes” or “no” to indicate your choice.) 

Shall the Trustees of the Broadlands-Longview Fire Protection District be elected, rather than appointed? 

 

Champaign County Forest Preserve District – Proposition To Increase Limiting Rate 

(Instructions to voters: Fill in the oval opposite the word “yes” or “no” to indicate your choice.) 

Shall the limiting rate under the Property Tax Extension Limitation Law for the Champaign County Forest Preserve District, Champaign County, Illinois, be increased by an additional amount equal to 0.0160% above the limiting rate for levy year 2019 for forest preserve purposes and be equal to 0.1033% of the equalized assessed value of the taxable property therein for levy year 2020? 

1. The approximate amount of taxes extendable at the most recently extended limiting rate is $3,904,098, and the approximate amount of taxes extendable if the proposition is approved is $4,619,626.

2. For the 2020 levy year the approximate amount of the additional tax extendable against property containing a single-family residence and having a fair market value at the time of the referendum of $100,000 is estimated to be $5.33.

3. If the proposition is approved, the aggregate extension for 2020 will be determined by the limiting rate set forth in the proposition, rather than the otherwise applicable rate calculated under the provisions of the Property Tax Extension Limitation Law (commonly known as the Property Tax Cap Law).

 

Cunningham Township – Proposition to Increase Limiting Rate 

(Instructions to voters: Fill in the oval opposite the word “yes” or “no” to indicate your choice.)  

Shall the limiting rate under the Property Tax Extension Limitation Law for Cunningham Township within Champaign County, Illinois, be increased by an additional amount equal to .0959% above the limiting rate for the purpose of providing Assistance for Low-Income Households in Urbana (including, but not limited to, rental assistance, job transportation, and other life-saving assistance for those in need) for levy year 2019 and be equal to .3015% of the equalized assessed value of the taxable property therein for levy years 2020, 2021, 2022? 

1. The approximate amount of taxes extendable at the most recently extended limiting rate is $1,227,339.27 and the approximate amount of taxes extendable if the proposition is approved is $1,799,884.

2. For the 2020 levy year, the approximate amount of additional tax extendable against property containing a single-family residence and having a fair market value at the time of the referendum of $100,000 is estimated to be $36.

3. If the proposition is approved, the aggregate extension for 2020 will be determined by the limiting rate set forth in the proposition, rather than the otherwise applicable limiting rate calculated under the provisions of the Property Tax Extension Limitation Law (commonly known as the Property Tax Cap Law).

 

Tuscola Community Unit School District – Proposition For At-Large Districts 

(Instructions to voters: Fill in the oval opposite the word “yes” or “no” to indicate your choice.) 

Shall members of the Board of Education of Tuscola Community Unit School District No. 301, Douglas and Champaign Counties, Illinois, be elected in 2021 and thereafter, at large and without restriction by area of residence within the district instead of the current restriction that no more than three (3) shall be selected from the congressional townships from any one area?

 

Village of Rantoul – Proposition To Stagger The Terms of Trustees 

(Instructions to voters: Fill in the oval opposite the word “yes” or “no” to indicate your choice.) 

Shall the Village of Rantoul, in Champaign County, Illinois, adopt a system of staggered terms for trustees? 

One trustee elected from each even-numbered ward shall serve a term of 2 years; one trustee elected from each odd-numbered ward shall serve a term of 4 years.

 

Village of Tolono – Advisory Referendum on Recreational Cannabis Sales
